विदेशी चिकित्सा ग्रेजुएट परीक्षा (एफ़एमजीई) जिसे विदेशी चिकित्सा ग्रेजुएट के लिए स्क्रीनिंग टेस्ट के नाम से भी जाना जाता है, को स्क्रीनिंग टेस्ट विनियम, 2002 के द्वारा प्रस्तावित किया गया था। अधिनियम के अनुसार, “भारत से बाहर किसी चिकित्सा संस्थान द्वारा प्रदत्त प्राथमिक चिकित्सा योग्यता रखने वाले भारतीय नागरिक/प्रवासी भारतीय नागरिक जो 15.03.2002 को या उसके बाद भारतीय चिकित्सा परिषद या किसी राज्य चिकित्सा परिषद के साथ अस्थायी या स्थायी पंजीकरण प्राप्त करने की इच्छा रखते हैं को अधिनियम की धारा 13 के अनुसार उस प्रयोजन के लिए निर्धारित प्राधिकरण द्वारा आयोजित स्क्रीनिंग टेस्ट में आहर्ता प्राप्त करनी होगी। आयुर्विज्ञान में राष्ट्रीय परीक्षा बोर्ड (एनबीईएमएस) को स्क्रीनिंग टेस्ट विनियम 2002 के अनुसार स्क्रीनिंग टेस्ट आयोजित करने की ज़िम्मेदारी सौंपी गयी है। एनबीईएमएस की भूमिका टेस्ट का योजन करने, परिणाम प्रकाशित करने और राष्ट्रीय चिकित्सा परिषद और सभी राज्य चिकित्सा परिषदों को परिणाम सौंपने तक सीमित है।
वे उम्मीदवार जो भारत के नागरिक हैं या भारत के प्रवासी नागरिक हैं और जिनके पास प्राथमिक चिकित्सा योग्यता है जो की संबंधित भारतीय दूतावास द्वारा कथित योग्यता प्रदान करने वाले संस्थान जिस देश में स्थित है में चिकित्सक के रूप में नामांकन के लिए मान्यता प्राप्त योग्यता की पुष्टि की जाती है, वे FMGE के लिए आवेदन दे सकते हैं बशर्ते कि FMG परीक्षा के लिए विशेष सत्र के लिए कथित प्राथमिक चिकित्सा योग्यता के लिए फ़ाइनल परीक्षा का परिणाम निर्धारित कट-ऑफ तिथि को या उससे पहले घोषित हो चुका है। केवल पात्र उम्मीदवारों को FMGE में उपस्थित होने कि अनुमति है जिनके पास पात्रता प्रमाण-पत्र (यदि लागू) और अस्थायी पास प्रमाण-पत्र/ प्राथमिक चिकित्सा योग्यता का डिग्री प्रमाण-पत्र दोनों हैं।
उम्मीदवारों से स्क्रीनिंग टेस्ट विनियम, 2002 एवं इसके संशोधन, ग्रेजुएट चिकित्सा शिक्षा पर विनियम और पात्रता प्रमाण-पत्र विनियम और विदेशी चिकित्सा ग्रेजुएट्स के लिए स्क्रीनिंग टेस्ट से संबंधित अन्य अपडेट्स के लिए राष्ट्रीय चिकित्सा आयोग की वैबसाइट (https://nmc.org.in) का संदर्भ लेने की सलाह दी जाती है। FMGE में योग्य घोषित किए गए उम्मीदवारों को परीक्षा के आयोजन के दौरान ली गयी बायोमैट्रिक/फ़ेस आईडी और निर्धारित दस्तावेज़ों के इन-पर्सन सत्यापन के बाद एनबीईएमएस द्वारा स्क्रीनिंग टेस्ट पास प्रमाण-पत्र जारी किया जाता है। एनबीईएमएस की वेबसाइट पर यह वेबपेज FMGE की सूचना बुलेटिन, ऑनलाइन आवेदन जमा करने के वेबलिंक, आवेदन जमा करने के दिशा-निर्देशों, आवेदक लॉगिन, समय-समय पर FMGE से संबंधित प्रकाशित सूचना, एनबीईएमएस द्वारा आयोजित FMGE परीक्षा के परिणाम तक आसान पहुँच प्रदान करता है।

The Foreign Medical Graduate Examination (FMGE) also known as the Screening Test for Foreign Medical Graduate has been introduced through Screening Test Regulations, 2002. “As per the regulations, “An Indian citizen/Overseas citizen of India possessing a primary medical qualification awarded by any medical institution outside India who is desirous of getting provisional or permanent registration with Medical Council of India or any State Medical Council on or after 15.03.2002 shall have to qualify a screening test conducted by the prescribed authority for that purpose as per the provisions of section 13 of the Act.“ National Board of Examinations in Medical Sciences (NBEMS) has been entrusted with the responsibility to conduct the Screening Test as per Screening Test Regulations 2002. Role of NBEMS is limited to conduct of the test, publishing the result and handing over the result to National Medical Commission & all State Medical Councils.
Candidates who are citizens of India or Overseas Citizens of India and possess a primary medical qualification, which is confirmed by the Indian Embassy concerned, to be a recognized qualification for enrolment as medical practitioner in the country in which the institution awarding the said qualification is situated, can apply for FMGE provided that the result of final examination for the said primary medical qualification has been declared on or before the prescribed cut-off date for a particular session of FMG Examination. Only eligible candidates are allowed to appear in the FMGE who have both the Eligibility Certificate (if applicable) and the Provisional Pass Certificate/Degree Certificate of Primary Medical Qualification.
Candidates are advised to refer to the website of National Medical Commission (https://nmc.org.in) for the Screening Test Regulations, 2002 & all its amendments, Regulations on Graduate Medical Education and Eligibility Certificate Regulations and any other updates related to the Screening Test for Foreign Medical Graduates. Candidate declared qualified in FMGE are issued Screening Test Pass Certificate by NBEMS after in-person verification of biometric/Face ID captured during the conduct of examination and prescribed documents.
